Gürcan Türkoğlu was born in İstanbul in 1955. He graduated from the Faculty of Political Sciences (Ankara University) in 1978 and began his diplomatic career at the Ministry of Foreign Affairs in 1979. He served at Turkish Embassies in Jeddah, Oslo, Madrid, Damascus, Baghdad and at the Permanent Delegation of Turkey to UN (NewYork). At home, he worked at the departments of Cultural Affairs, Council of Europe, Middle East. He also served as Chief of Cabinet and Diplomatic Advisor to the Foreign Ministers, as Senior Diplomatic Advisor to the Prime Minister and to the President of the Republic. Türkoğlu was appointed as Ambassador to Tehran (2006-07) and to UNESCO (2009-12). In 2014 he was elected as Vice-President of the Turkish National Commisssion for UNESCO and appointed to the Foreign Policy Advisory Council at the Ministry of Foreign Affairs. Ambassador Türkoğlu has assumed his duty as Consul General of Turkey in Jerusalem in October 2016. He speaks English and Spanish and has basic knowledge of Arabic, Persian and French.
